What is the EUTR?

The EU Timber Regulation (EUTR) has been the foundational legislation combating illegal logging since 2013. It prohibits the placing of illegally harvested timber and timber products on the EU market for the first time. While being replaced by the EUDR, understanding the EUTR remains essential for organizations transitioning to the new regulatory framework.

Key Obligations

Prohibition

It is prohibited to place illegally harvested timber on the EU market.

Due Diligence (Operators)

Operators placing timber on the EU market for the first time must exercise due diligence: access to information, risk assessment, and risk mitigation.

Traceability (Traders)

Traders must maintain records of suppliers and customers to ensure traceability throughout the supply chain.

EUTR to EUDR Transition

The EUDR will replace the EUTR, expanding its scope significantly:

  • From timber-only to 7 commodities (timber, soy, palm oil, coffee, cocoa, rubber, cattle)
  • Addition of deforestation-free requirement (not just legality)
  • Mandatory geolocation data for production plots
  • Country benchmarking system (low, standard, high risk)
